Establish procedures to require documentation of preregistration for conferences and conventions before the expenses are approved and arrangements are made. District officials did not dispute the conclusions concerning the hotel room charges or the lack of conference registration, but contend the questionable practices were due to a genuine misunderstanding rather than an intentional act to deceive the district.
Officials said board members have agreed to repay the funds, and safeguards will be written into district policy to ensure full disclosure on all future travel arrangements and to provide documentation of preregistration for attendance at future conferences or conventions.
Require the assistant superintendent to disclose all outside financial interests as well as adopt policies and procedures concerning the sale of food to nondistrict institutions. District officials reported that the assistant superintendent has since amended his financial interest statement to include all his business endeavors.
