WARREN POLICE Abuse complaints
MARCH 15
Scene: Several teenagers spill onto North Park Avenue after a birthday party ends at the Comfort Inn downtown. Police characterize it as a riot.
Allegations: Teens say police overreacted. One girl said she was slammed so hard into a vehicle it dented the car. A 19-year-old said he was beaten and hit on the head with a flashlight.
Police response: Officers were called to the scene because the teenagers were fighting. Several juveniles and one 19-year-old were arrested. Police say the crowd was unruly and would not listen to police orders. Police Chief John Mandopoulos ordered an internal investigation conducted by Capt. Tim Bowers, which cleared police of any wrongdoing.
Police involved: Sgt. Bill Boldin, Patrol Officers Tim Ladner, Michael Carney, Chris O'Rourke, Jason McCollum and Tim Parana.
APRIL 14
Allegation: John Baldwin says he was arrested and harassed by police because he is black and was driving a Cadillac. Baldwin's complaint to police says his car was stopped and he was ordered to get out and get on his knees. He was arrested on a charge of obstructing official business.
Police response: An internal investigation was done on Baldwin's complaint, and police found no wrongdoing. Mandopoulos said Baldwin's car was stopped because it matched the description of a vehicle involved in a crime.
Police involved: Patrol Officer Chris O'Rourke.
MAY 29
Allegation: Alfonse Hogan, 27, says he was riding his bike on Milton S.E. when officers hit his bike with a cruiser. He said he ran from police and hid in the basement of a friend's home on Burton S.E. When police found him, he says, they hit his hands and caused bruises.
Police response: Hogan was sought by police because he had outstanding warrants for driving under suspension and obstruction of justice. Police said Hogan clinched his hands around his head and would not allow officers to place handcuffs on him. Reports state the officers had to strike Hogan's hands until they were able to handcuff him.
Police involved: Joe Kistler, Ed Hetmanksi, Tim Ladner and Tim Parana.
JUNE 28
Allegation: Lyndal Kimble, 29, says he was beaten by police when he came home after lunch. He says he suffered rib and shoulder injuries. The arrest was videotaped by one of Kimble's neighbors.
Police response: Kimble was being arrested on charges of felonious assault, resisting arrest, tampering with evidence and felonious possession of drugs. Officers used force because he was attempting to swallow crack cocaine. Kimble has declined to respond to that allegation.
Police involved: Greg Hoso, Michael Stabile and Frank Tempesta.
