WARREN RECYCLING Consent agreement



The Ohio Environmental Protection Agency, Ohio Attorney General's Office and the operators of Warren Recycling Inc.'s landfill for construction and demolition debris reached an agreement on compliance. Landfill operators must:
Operate the facility in a manner that prevents fires and promptly notify state and local officials if a fire or smoldering is discovered.
Improve management of disposal, including reducing the size of the working area to 2 acres and eliminating municipal solid waste from the debris accepted.
Establish adequate soil and grass cover approved by OEPA on the closed area and current landfill area within a year.
Properly close remaining areas when filling is completed.
Manage leaching to control outbreaks and eliminate accumulations in leachate ponds.
Investigate the geology under the site.
Begin groundwater monitoring based on an OEPA-approved plan within 180 days.
Establish a plan to monitor environmental conditions at the landfill for at least five years after it closes.
Submit $17,000 in unpaid solid-waste tipping fees to the state.
