Man found with arm wound refuses to give police details



YOUNGSTOWN -- A man who was apparently shot in the arm refused to tell police what happened.
Police responded to a 911 call from a pay phone in the 900 block of Wilson Avenue at 10:10 p.m. Friday and found 29-year-old Carlo Santiago of New York City bleeding from his right arm.
Officers noticed a small amount of blood near the phone, and tried to retrace Santiago's footsteps in the snow to locate witnesses but found no one who saw a shooting.
Santiago was taken to St. Elizabeth Medical Center, where he underwent surgery.
