ANNOUNCING THE TRIBUNAL: Abdel-Aziz al-Hakim, president of the Iraqi Governing Council, holds a news conference to announce the establishment of a tribunal for crimes against humanity in Baghdad. Iraq's interim government established a special tribunal today to try top members of Saddam Hussein's government on charges of genocide, war crimes and crimes against humanity.
