WARREN City man presses to get question about charter on March ballot

WARREN -- A Larchmont Avenue man has launched an effort to get a city charter question on the March primary ballot, and he's asking for help.
"I'm looking for a person from each ward who's interested in the charter," said Tom Bator.
Last week, council members rejected an ordinance to place a question on the November ballot asking voters if a charter commission should be formed.
A commission would devise a charter document, which then would be placed before voters a year later.
Warren is a statutory city, meaning it follows the guidelines established by state law.
Charter cities develop individualized documents under which they govern.
Bator, who says he doesn't want to be a member of a charter commission if it's established, points to heavy traffic and a lack of sidewalks in residential areas as some of the issues he's concerned about that he thinks a charter may help address.
"Show me the money," Bator said. "Why don't we have sidewalks? Where's the money going?"
Bator wants to work with a representative from each ward to collect signatures of people who support a charter question.
Those petitions, if certified, would be presented to council.
