WARREN Plans proceed to demolish building



A hearing on the building owner's fight to stop the demolition was set for today.

WARREN -- The city is proceeding with plans to demolish a longtime Parkman Road eyesore.
Christopher A. Taneyhill, chief building official, said the city opened bids this week for demolition of the Parkman Road Shopping Center.
Daniel Terreri & amp; Sons Inc. of North Jackson submitted the lowest bid at $108,800.
Paperwork must be completed before work begins, but Taneyhill hopes to see work start by November.
Atty. Donald L. Guarnieri, who owns the building, has been fighting the demolition. He filed an appeal in Trumbull County Common Pleas Court to Taneyhill's demolition order. A hearing is set for today.
Background
Taneyhill declared the building a safety hazard in December and ordered it to be demolished.
That order was upheld by the Ohio Board of Building Appeals, but Guarnieri took his appeal to common pleas court, contending the city ordinance requires that specific repairs and improvements must be listed in the city's demolition notice.
The order doesn't provide those specifics, the appeal contends.
The plaza has been vacant about 10 years, and Taneyhill has referred to a roof that city officials say is falling in and a disconnected sprinkler system as examples of the building's unsafe condition.
When the work is done, the cost of the demolition will be passed to the building's owner, Taneyhill said.
"We'll take him to court to recoup the money or put it on his taxes as a lien," he said.
Guarnieri also was one of the owners of the former Imperial Motel on East Market Street that was razed earlier this year after the city condemned the building and ordered demolition.
Another building
Taneyhill also sent a notice of demolition of a Southern Boulevard building to Warner Realty Inc.
Warner Realty is at the same address as Guarnieri's East Market Street law office.
The building at 205 Southern Blvd. N.W. used to be an Italian-American club, the building official said.
"It's structurally unsound," Taneyhill said, adding it's a fire hazard.
His notice orders the building to be demolished by Nov. 20.
The owner may appeal that order to the Ohio Board of Building Appeals in Akron.
