About the program
Federally funded, the program pays 65 percent of health insurance premium costs for eligible workers and retirees.
Benefits are available to workers who lost their jobs because of foreign trade and are eligible for Trade Readjustment Allowances or Alternative Trade Adjustment Assistance.
Also eligible, retirees between 55 and 65 whose pension plans have been taken over by the federal Pension Benefit Guaranty Corp.
