LUCK OF THE DRAW: Shirley Washington draws letters of the alphabet from the lottery barrel turned by Migueal Castillo. Both are employees of the office of the California secretary of state. The drawing was to determine the random alphabetical order for gubernatorial candidates to appear on the ballot.
