The city's board of control approved these items Thursday:
A $180,225 contract for Foust Construction to replace sidewalks across the city. The lowest bidder, at $171,000, was USA Concrete Specialties. The company submitted a flawed proposal, however, so city officials said they rejected the bid.
A development agreement with Youngstown Specialty Metals on Andrews Avenue. The company is to invest $725,000 in a new machine shop and hire five new workers within three years. The city will grant a 10-year, 75 percent abatement on real and personal property.
A development agreement with Kiraly Tool & amp; Die for expansion of its Crescent Street operation. The company will receive a $10,557 forgivable loan from the city and is to hire three new workers over three years.
A $6,000 settlement, with the city paying $3,500 and an insurance company paying the rest, with Delphine Baldwin-Casey, a police detective sergeant, who sued the city for discrimination. She alleged that her civil rights were violated when she didn't receive captain's pay when she was assigned to perform captain's work, while her male colleagues did receive the pay.
Paying up to $20,000 for three used police cars from the state salvage lot.
Paying $4,899 for Wilson Combat/Scattergun Technologies to shorten the barrels and other maintenance on 20 shotguns for the police department. The barrels need to be shorter so they fit into police cruisers without damaging new computer screens in the cars.
Paying VWR International $3,321 for an electronic scale and printer for use by the police narcotics unit to weigh confiscated drugs before sending them for lab analysis.
Paying $10,445 to L.E.C. Inc. for emergency repair of a combination sewer line on Commerce Street.
Paying $4,477 to K.T. Lyden Construction for emergency repair of a storm line at 2739 Cain St.
Paying $4,268 to K.T. Lyden Construction for emergency repair of a manhole on Parkcliff Avenue.
Paying $3,325 to K.T. Lyden Construction for emergency repair of a catch basin on Park Avenue.
Paying $3,075 to K.T. Lyden Construction for emergency repair of a storm sewer on the Interstate 680-Silliman Street ramp.
Paying Utility Contracting $3,062 for emergency repair of a culvert at Logan Avenue and Gypsy Lane.
