Nomination considered
The Senate continued consideration of the nomination of William H. Pryor Jr. of Alabama to be U.S. Circuit Judge for the 11th Circuit. On a vote of 53-44 nays, the Senate failed to shut off debate and move to a vote on the nomination.

Energy act
The Senate, after substituting the 2002 Senate-passed energy bill, approved a space-holder energy bill. The legislation would provide for the security and diversity of the energy supply.
Through an unusual maneuver, the old legislation was installed in the place of the Senate bill in order to move the issue to a House-Senate conference and a possible decision this year. The bill was approved on a vote of 84-14.

U.S.-Chile free trade
The Senate approved legislation that would authorize the president to deal with dispute settlements, arbitration of claims, set tariff modifications, issue drawbacks for specific goods, enforce textile and apparel rules of origin and allow for the temporary entry into the United States of Chilean business persons, including nonimmigrant traders, investors and professionals, while denying admission as nonimmigrants to certain Chileans. The vote was 66-31.
