SECURITY COMPLAINTS: The federal bureau of Alcohol, Tobacco, Firearms and Explosives rents 16 parking spaces at this USA Parking Systems deck on North Champion Street across from the YMCA in downtown Youngstown. Vandalism and break-ins to ATF cars occur with regularity with repairs costing about $20,000 in the past 2 1/2 years.
