REVIEW COMMISSION Exploring changes



The city's charter review commission will talk about these issues in the next few weeks. The goal is to make recommendations to city council that would appear on the November ballot:
Changing the minimum age for city council members.
Changing the minimum age for mayor.
Clarifying city residency for the mayor.
Clarifying succession of the city council president.
Clarifying city residency for department heads.
Raising limits on spending that don't require council or board of control approval.
Instituting a police review board.
Changing the payroll dates for board of control members.
Changing gender-specific language.
The review commission has compiled this list of other issues brought to its attention by city hall and the public so far, which will be discussed later for possible changes:
CITY COUNCIL
Full time vs. part time.
Keep or remove term limits.
Two- or four-year terms.
Number of council members.
Council seats by ward, at large or both.
Salary.
Eliminating council aides.
Non-partisan elections.
MAYOR
Keep or remove term limits.
Two- or four-year terms.
PRESIDENT OF COUNCIL
Eliminating the position.
NUMBER OF WARDS
Reduce or retain seven wards.
COUNCIL OFFICE
Having city clerk run council meetings if president position is eliminated.
Centralized phone numbers for citizen complaints.
Complaint officer.
ADMINISTRATION
Clarify qualifications.
HEALTH DEPARTMENT
Commissioned officer to serve citations.
PERSONNEL DEPARTMENT
Create a department.
PURCHASING
Create central purchasing.
Change contract bidding procedures.
POLICE
Minimum staffing levels.
PARK DEPARTMENT
Selection of board members.
Bring under another city department.
