Reappointed aide
FORT GILLEM, Ga. -- William H. Willoughby Jr. of Cleveland was reappointed as a civilian aide to the Secretary of the Army for Northern Ohio. His new term will expire in August 2004. Willoughby, who has served as a civilian aide since 1994, is owner of Cleveland Track Material, and is also vice chairman of the board of the Corporation for Promotion of Rifle Practice and Firearms Safety, formerly known as the United States Army Civilian Marksmanship Program; and on the boards of advisers for several organizations. Willoughby served in the Army from 1960 through 1971, was injured in Vietnam, and retired with the rank of major.

Finishes flight school
Army Warrant Officer I Frank J. Jablonski Jr. graduated from Warrant Officer Helicopter Flight School at Fort Rucker, Ala., where he received instruction in primary instrument flight training and combat skills. He is the son of Frank J. Jablonski Sr. of Erie, Pa. His mother and stepfather, Miki R. and Bill Calvin, reside in Jamestown, Pa. Jablonski graduated in 1991 from Linesville, Pa., High School.
Nuclear program
Navy Petty Officer 3rd Class Sarah M. Smith, daughter of Carmella M. and Gregory A. Smith of Warren, completed the Navy Nuclear Power Training Unit course at Naval Nuclear Power Training Unit, Ballston Spa, N.Y., and was designated a nuclear propulsion plant operator. Smith is a 2000 graduate of Warren G. Harding High School in Warren.
ROTC leadership camp
Paul J. Stankich and Amy L. Spooner have graduated from the Army ROTC (Reserve Officer Training Corps) National Advanced Leadership Camp at Fort Lewis, Wash. Stankich is the son of George and Christine R. Stankich of Boardman, and a 1999 graduate of Boardman High School.
Spooner is the daughter of Leslie A. Spooner of East Palestine, and a 1991 graduate of David Anderson High School, Lisbon.
Parachute rigger course
Army Pvt. Jessica L. Johnson graduated from the parachute rigger course at the 262nd Quartermaster Battalion, Fort Lee, Va. Johnson is the daughter of Anita M. Fogle of Delaware, Ohio, and Ernie L. Johnson of Campbell, and is a 2000 graduate of Rutherford B. Hayes High School, Delaware.
Signal officer course
Army Reserve 1st Lt. Jennifer L. Nilvo graduated from the signal officer basic course at Fort Gordon, Augusta, Ga. Nilvo is a platoon leader assigned to the 91st Division in Phoenix, Ariz. She is the daughter of Richard and Patricia Altieri of New Castle, Pa. She graduated in 1993 from New Castle Senior High School and received an associate degree in 1995 from the New Mexico Military Institute, Roswell. She earned her bachelor's degree in 1999 from the University of New Mexico, Albuquerque.

Army commission
2nd Lt. Elmer W. Takash III graduated in the top 20 percent of his class from the 14-week Officer Candidate School (OCS) at Fort Benning, Ga., and was commissioned in the Army. He is the son of Elmer W. and Robin A. Takash of Hubbard. He graduated in 1995 from Hubbard High School and received a bachelor's degree in 2000 from Youngstown State University.
Air Force cadets
Bryan E. White and Lucas M. Moore have completed basic cadet training and earned the rank of cadet fourth class at the Air Force Academy in Colorado.
White is the son of Cindy and Rick White of Cortland, and is a 2002 graduate of Maplewood Junior Senior High School, Johnston.
Moore is the son of Jonathan Moore of Boardman, and is a 2002 graduate of Struthers High School.
