YOUNGSTOWN 2-year-old boy drowns in tub

YOUNGSTOWN -- A handicapped 2-year-old boy drowned in the bathtub Thursday afternoon at his South Side residence, police said.
The boy, identified as Noah Brown of 1400 Country Club Lane, was pronounced dead at 1:48 p.m. at Beeghly Medical Park, where he was taken by ambulance. The coroner is investigating.
The boy's mother told police she had placed her son, who has cerebral palsy, in a plastic bathtub seat, but did not buckle him into it. She said he would scream when she previously tried to strap him in.
While Noah was in the bathtub, she said, she received a phone call from a school nurse regarding medication another of her children was taking, and returned to the bathroom to find Noah face down in the bathtub water and not breathing. The mother ran to her neighbors, who called 911, and she tried to give Noah CPR until the ambulance came.
Police were able to verify the incoming call at 12:46 p.m. from the school nurse on her caller ID.
