WARREN City approves deal to manage parking

Officials have said the city was losing $24,000 a year on the municipal parking deck.

WARREN -- A new contract for management of the city's parking deck and lots and parking enforcement is expected to save about $15,000 annually, one official said.
Fred Harris, city service and safety director, notified Cicchillo Development of Warren this week that the board of control has accepted the company's bid to manage the city's parking spaces and downtown Franklin Street parking deck, and enforce parking ordinances. Harris and Mayor Hank Angelo make up the board of control.
After the signed contracts are returned to the city along with a performance bond, the contracts will be processed and the company will be issued a notice to proceed.
The contract is effective Oct. 1 and runs through Sept. 30, 2005. Cicchillo submitted the low bid of $278,525.
Michael D. Keys, executive director of Warren Redevelopment and Planning, said the city owns the lot behind the post office, one on West Market Street and about 10 or 15 metered parking spots near the Court of Appeals building. The contract covers those lots as well as about 300 on-street parking spots and the deck.
Earlier this year, council advertised for bids for the parking management and enforcement.
"We'll save about $15,000 per year," he said.
Expanding scope
Cicchillo Development already manages the lots and on-street parking and parking enforcement for the city. The Franklin Street deck was formerly under the management of Kleese Development Associates of Warren. Kleese's contract expired several months ago but had been extended on a monthly basis.
Because Kleese Development owns the property where the parking deck is, the company had the opportunity to match what the city determined was the low bid but declined, Keys said.
Earlier this year, officials said the city was losing about $24,000 per year on the parking deck.
Under the contract, Cicchillo Development is responsible for collection of monthly, hourly and daily parking fees, upkeep of equipment and general maintenance of the deck.
The company also is responsible for collecting parking fees and coins from parking meters and equipment upkeep in the lots and on-street spots, and enforcing parking ordinances.
