Other issues discussed Monday at city council's caucus and meeting:
Safety director Robert Paterniti said Police Chief Raymond L. Moffitt has informed him that he will be retiring. The date is not known. Moffitt was placed on administrative leave Feb. 11 and two weeks later was placed on involuntary sick leave. The city administration wanted Moffitt to perform duties in a cruiser, but the chief said he couldn't because of a heart problem. Paterniti said he will ask the civil service commission to give competitive exams for the ranks of sergeant and police chief. The department doesn't have any lieutenant rank. Sgt. Kenneth Olyer as been acting police chief since Moffitt has been on leave.
Councilwoman Lisha Pompili-Baumiller, D-3rd, said council will be looking at possible legislation to control when trash cans should be retrieved after pickup and where they can be stored. She also wants council to look at legislation that would prohibit residents from parking on their front yards. Councilman John Marshall, D-2nd, said parking on yards is a difficult problem to resolve because homeowners with a one-car garage own two or three vehicles.
