EAST PALESTINE -- The city is considering taking money from a trust fund to help it get through the rest of the year.
Finance Director Connie Robinson told city council Monday that its treasury is about $330,000 short of what's needed to meet expenses.
The shortage is the result of the city's income tax and its interest earnings' producing less revenue than expected.
To make up the shortfall, council is considering taking money from its nearly $1.5 million Electric Light Trust Fund.
The fund was created in the 1970s when the city sold its electric plant to Ohio Edison, city manager Gary Clark said today.
New Waterford tax
NEW WATERFORD -- Village council has imposed a 1 percent income tax.
The tax was imposed at a special council meeting Monday.
Revenue from the tax, which goes into effect Jan. 1, will help pay for village operations and capital improvements such as new sidewalks, Mayor Nancy Benson said today.
Benson was uncertain how much will be raised by the tax.
E. Liverpool lawsuit
LISBON -- Former East Liverpool schools Superintendent Don Lowe is weighing whether to sue his ex-employer.
A Columbiana County Common Pleas Court judge recently rejected Lowe's motion to be a party in a lawsuit filed against the district in June by school board member Richard Wolf.
Wolf's suit alleges the school board met illegally, including a February session in which the panel voted not to renew Lowe's superintendent contract.
Visiting Judge John Mascio ruled, however, that Lowe's claim that the school board inflicted emotional distress on him is too different from Wolf's claims to be included in the same lawsuit.
If Lowe wants to pursue his allegations, he must do so in a separate suit, the judge said.
East Palestine parade
EAST PALESTINE -- The city's annual Christmas parade is set for 2 p.m. Dec. 7, says East Palestine Moose Lodge No. 467.
The parade's theme is "Christmas in America."
Any group, business or individual that wants to participate may call the Moose lodge at 426-2280for more details.

Toys for Tots concert
AUSTINTOWN -- Austintown Fitch Jazz and the Youngstown Area Community Concert bands will perform a concert to benefit the U.S. Marine Corps Reserves' Toys For Tots program at 7 p.m. Dec. 5. The concert will be at Fitch High School auditorium, and the price of admission is a new toy valued at $10 or more. The program, dedicated to children, will feature two bands of different styles. The Jazz Band will perform in various swing, rock and Latin styles. The community band will present its program in a more formal concert setting, including favorites "Babes in Toyland," "A Canadian Brass Noel" and "'Twas the Night before Christmas" with band and narrator.
Van reported stolen
SALEM -- A woman told police her 1978 van was stolen from the 700 block of Arch Street. She said the vehicle contained more than $20,000 worth of carpentry tools, police said. The theft was reported at 11:45 p.m. Monday.
Couple to be arraigned
HERMITAGE, Pa. -- A couple living in the Shenango Park Apartments face charges after their home caught fire. Police said Lisa Marie Boyle, 27, and Lawrence Dean Schultz, 33, both of 1465 Bolde Drive are each charged with recklessly endangering the welfare of a child and recklessly endangering another person. Police said the two were passed out in the apartment when a fire started on the stove. A neighbor saw smoke and heard Boyle's 14-month-old daughter crying. Police said the neighbor put out the blaze at 9:25 p.m. Monday and called authorities. Boyle, Schultz and the child were taken to UPMC Farrell for treatment, and Boyle and Schultz were to be arraigned this morning by District Justice Henry J. Russo.
