YOUNGSTOWN Driver repeats loud-music offense, police say
The suspect's passenger had a loaded gun in the vehicle, police said.

YOUNGSTOWN -- Eddie L. Winphrie, whose loud music and suspended license charges from 10 months ago haven't been resolved, now faces new ones.
Patrolman Mark Gillette said in his report that he heard "very loud pounding bass" coming from a 1984 Pontiac Bonneville on Wednesday afternoon. The Bonneville was southbound on Southern Boulevard.
When Gillette hit his overhead lights and pulled behind the car, it pulled into a parking lot in the 2600 block of Southern.
Winphrie, 19, of Bonnie Brae Avenue, and his passenger got out.
Gillette wondered why Winphrie pulled into the lot. The teenager said he didn't want another ticket for loud music.
License suspended
The officer's check with the index operator downtown revealed that Winphrie has a suspended license. He was then arrested on charges of loud music and suspended license.
Municipal court records show that Winphrie was arrested Jan. 14 on charges of suspended license and loud music. The case, which has been reset four times, is scheduled for Dec. 18 in Judge Robert A. Douglas Jr.'s court.
Less than two months ago, Winphrie was convicted of domestic violence in municipal court by Judge Elizabeth A. Kobly. The judge sentenced him to 90 days in jail, suspended 60 and gave credit for 22 days served.
Winphrie also received a $100 fine and one year's probation.
A new conviction could jeopardize Winphrie's probation status and result in the reinstatement of the suspended jail days.
Passenger arrested
Winphrie's passenger, meanwhile, was also arrested Wednesday.
Jason Crawley, 20, of Mistletoe Avenue, is charged with carrying a concealed weapon.
During an inventory of the Bonneville before it was towed, Gillette said, he found a loaded .45-caliber handgun under the front passenger seat.
Crawley, too, has a case pending in municipal court.
In late August, Crawley was charged with four counts of failing to insure a pit bull and two counts of failure to confine vicious animals. The case is set for Jan. 14 in Judge Robert P. Milich's court.
Winphrie and Crawley were due in municipal court today for arraignment.
