LISBON Recovery Center breaks ground on facility for troubled women



Rent will be based on occupants' ability to pay.
LISBON -- Groundbreaking took place this week for a more than $1 million housing facility for troubled women and their children.
The Family Recovery Center, a private, nonprofit agency based in Lisbon, is undertaking the project.
Work on the 10-apartment complex being constructed in a commercial area along Rose Drive on Lisbon's north side is expected to be finished by January, Maryann Theiss of the recovery center said Thursday.
The facility, featuring one-, two-, or three-bedroom apartments, will provide temporary homes for women who are trying to overcome substance abuse.
Who qualifies? Women who will qualify for a stay at the complex include those who are homeless or are just getting out of jail, battered women's shelters or long-term substance-abuse treatment centers.
Their children may live at the complex with them.
Maximum stay will be two years, during which occupants' rent will be based on their ability to pay.
During their time at the complex, women will receive help in overcoming substance abuse and guidance in matters such as developing job and parenting skills.
The recovery center is funding most of the construction with state and federal grants. The agency also is borrowing $100,000.
A $200,000-a-year renewable federal grant has been obtained to pay to operate the facility, center officials said.
