YOUNGSTOWN Park board awards 4 contracts to 2 companies
The department had only two bidders, and they didn't even bid on all the projects.

YOUNGSTOWN -- New basketball and tennis courts, playing fields and a walking trail will be among improvements this year to city parks.
The city park board awarded four contracts Thursday for improvements to John White, Fosterville, Kirkmere and Kochis parks.
Only two companies submitted proposals. One of them declined to bid on two of the four projects awarded. Neither bid on another project, improving the soccer field at MVSD Park.
Projects: Contracts were awarded to:
UIvan Law Inc. of Youngstown, for $51,655, to install an asphalt walking trail and a 44-by-20-foot pavilion at John White on the East Side.
UCommisso Paving of Youngstown, for $35,049, to renovate the tennis court and replace five doors, frames and locks on the maintenance building at Fosterville on the South Side.
UIvan Law, for $56,526, for a new basketball court and baseball-softball field at Kirkmere on the West Side.
UIvan Law, for $49,740, to renovate the tennis court and install bleachers and recondition the soccer field at Kochis on the West Side.
The board also approved a request from the city schools to turn over 6.7 acres of Victory Field on the East Side. The site, near Parker Street, will help the district build a new high school nearby.
School, city and park officials have been working together to shift around land and parks to accommodate construction of several new schools.
The board also heard a request from Alltel to put up a 120-foot cell phone tower at Oakland Field on the East Side, near Blaine Avenue.
The company offered to pay $700 per month rent and 15 percent of the rent from any second or third carriers that occupy the tower.
The city's law and public works department will review the proposal.
