YOUNGSTOWN Spending, contracts



The city's board of control handled these matters Thursday:
Approved a development agreement providing Frangos Parking up to $120,000 toward demolition of the parking garage on Boardman Street and construction of a surface lot, contingent on Design Review Commission approval of the project. The project is estimated at $500,000 to $600,000.
Switched North Star Steel's tax abatement and lease with the city to V & amp;M Star, the French company that is buying the seamless tube mill.
Approved a contract with MS Consultants to prepare an environmental review record for the proposed downtown civic center. The U.S. Department of Housing and Urban Development requires an environmental review before releasing money for a project.
Approved severance of $7,255 for James Sweeney, a lineman in the public works office who retired May 31.
Approved a one-year contract with Keith D. Cheatham of Youngstown Dead Animal Removal & amp; Burial for $23 per animal.
