EAST LIVERPOOL Schools superintendent says he will obey duty restrictions



The limits were enacted partly to ease the transition to a new superintendent, the board president said.
EAST LIVERPOOL -- City schools Superintendent Donald Lowe says he's abiding by the duty restrictions the school board recently placed on him, but he doesn't like it.
"Totally ridiculous" is how Lowe, speaking Wednesday, described the decision the board made Monday.
Among the requirements the panel placed on Lowe is an order that he maintain an hourly log of what he does on the job and that he sign in and out of the building where he works.
Banned from property
He also is banned from entering any school district property except his office and was ordered to surrender all his security codes and keys.
At the same meeting, the school board agreed to hire Dora Jean Bumgarner, a retired superintendent from Marietta. She will be paid $400 a day for her work, which is expected to last until the district hires a new superintendent later this summer.
Lowe has been superintendent for more than two years.
His contract, which pays him about $80,000 annually, expires July 31.
The measures restricting Lowe were enacted to ease the district's transition to a new superintendent, school board President Maureen Aronoff said Wednesday. She added, without elaborating, that the restrictions were put in place on the advice of the board's attorney.
Board member's suit
The school board is being sued in Columbiana County Common Pleas Court by one of its members, Richard Wolf, who has opposed the measures taken regarding Lowe.
In his lawsuit, filed last week, Wolf alleges the board has held several meetings that violated Ohio law, Wolf alleges. One in question resulted in a decision not to renew Lowe's contract, Wolf alleges.
On June 11, the board authorized Aronoff to enter into contract negotiations to hire Canfield schools Superintendent Doug Hiscox as East Liverpool schools' new superintendent.
