LIBERTY -- Township police and Trumbull County Children Services are investigating a case of a 7-year-old being left home alone and disciplined with a clothes hanger.
Police responded Monday to an abandoned 911 call at Monticello Apartments, where they found the girl alone with bruises.
When the mother returned, she told police she works seven days a week, travels to Cleveland for her job every two weeks and can't find a baby sitter.
She admitted hitting her daughter with a hanger so she doesn't become spoiled, police said.
Mosquito spraying
NILES -- Spraying for mosquitoes is scheduled for Wednesday after 6 p.m.
The city health department warns those with respiratory problems should stay indoors with the windows closed.
Food should not be prepared or left outside during the spraying period. All pets should be taken indoors.
Rain date is Friday.
Paying for false alarms
GIRARD -- The police and fire departments will enforce the city's alarm response fee beginning Aug. 1.
The program permits three false alarms per year as a result of equipment malfunction or human error at a residence or business.
A $50 fee will be charged for more than three false alarms.
The administration says enforcement of the fee will encourage alarm owners to correct system malfunctions and better monitor the operations of their alarms.
Trustee-ratified pactgives raises to police
CHAMPION -- Township trustees have ratified a contract granting 4-percent raises to police officers.
The contract, which runs through March 2005, also calls for the eight officers to receive an additional $25 each year toward their uniform allowance, which will be $675 the first year of the contract, said Trustee Nancy Shafer.
In the first year of the contract, which covers all members of the department except the chief, officers with at least four years' experience will earn $15.95 an hour on day shift, said Carol Deehr, township clerk. New hires would earn $13.29 an hour.
The union also agreed to begin paying a portion of health insurance starting in 2003 if the premium cost exceeds $1,000 a month. Officers will pay up to half the overrun, not to exceed $25 a month in the second year or $40 a month in the third year of the contract, Shafer said.
Township firefighters agreed to a similar measure this year.
Benefit picnic planned
CORTLAND -- A picnic is being sponsored by Branch 7224 of Aid Association for Lutherans/Lutheran Brotherhood to benefit of Seth Powell who was seriously injured in a watercraft accident on Mosquito Lake last summer.
The picnic, which will feature bratwurst, potato salad, cole slaw, baked beans, beverage and dessert, will be from 5:30-7:30 p.m. July 27 at Prince of Peace Lutheran Church, at 490 N. High St. (state Rt. 5). Cost is $5 for adults and $2.50 for under 12.
Festival to kick off
NILES -- The 69th Our Lady of Mount Carmel Church festival begins Wednesday.
Held on the church grounds on Robbins Avenue, the festival is open from 6 to 11 p.m. through Sunday. There will also be a matinee from 11 a.m. to 3 p.m Saturday. Lunch will be served daily from 11 a.m. to 2 p.m.; carryout is available.
Child-care applications
GIRARD -- Applications are being taken for the St. Rose Sunny Days Child Care Center for summer and fall sessions.
Sessions are provided for all preschool, school-age (before- and after-school programs) and nursery school classes.

Stadium project work
CHAMPION -- Joe Makosky, an architect with Riccuti, Balog & amp; Associates of Youngstown, told the board of education Monday night the concrete block is going up on the new sports locker room and he expected the floor to be poured today. He said seating should be installed in two weeks and the football field is being graded for better drainage.
Makosky said completion date for the stadium project is Aug. 19, with a dedication ceremony set for Aug. 23.
