On the Ohio Supreme Court's recent decision declaring the state's method of funding public schools unconstitutional:
"I think we're on track for a constitutional system. We're just not there yet. ... I think there are some refinements that need to be made."
On the next two-year budget that is to be in place by July:
"Our next budgetary cycle is going to be a real challenge. Ohio's economy is not where we would like it to be. There are going to be some deficits here as far as state government is concerned."
On the need for tax reform in Ohio:
"For several decades, I think Ohio has needed tax reform. We're just not as competitive with other states. Industry is looking less for [tax] incentives, they're looking more for [tax] consistency."
On a House-passed bill that passed in the Senate after the House adjourned that would allow law-abiding Ohioans to carry concealed handguns:
"It'll probably pass early on in the next General Assembly. There's not a whole lot more to be said in terms of testimony."
On reports of a short-lived revolt among the Republican caucus this past summer. The reports of unrest were followed by three GOP lawmakers' getting booted off their legislative committees:
"I think the issue was that there were people out there who were trying to create a scenario where the success we had was less than successful. You're always going to have people with aspirations, and that's good."
