REDEVELOPMENT Downtown Youngstown



The property committee of downtown's redevelopment agency, the Youngstown Central Area Community Improvement Corp., handled these items Tuesday:
Heard Bill D'Avignon, city deputy director of planning, outline incentives available to businesses within the federal renewal community zone that includes all of downtown.
Heard Jack Carlton, a local artist, outline plans to install vinyl murals in the windows of 10 to 12 empty CIC storefronts or on top of boards covering windows. The murals will be reproductions of historical photos and works from the Butler Museum of American Art. The work should be done by the end of the month. Carlton also proposed hanging banners featuring art work from the six light poles in the parking lot of the CIC-operated George V. Voinovich Government Center.
Gave approval to move ahead with about $4,500 in repairs to the roof on the Two Guys store. Water caused some of the ceiling to fall last month. CIC officials talked about abandoning the building if the roof needed replacing or the structure was in danger.
Decided to seek an engineer's opinion on how to eliminate water buildup in the parking lot behind the Voinovich Center. The parking lot has settled over the past couple years, creating a pond of standing water after rain.
