Events in Patrick Burton's nearly three-year quest for a zone change to open a barber shop:
Early 2000: Burton applies for the zone change. A group of neighborhood residents objects. The city planning board sides with neighbors and declines to recommend the zone change. City council puts the item in committee, where it lingers. Council doesn't take a vote and turn down the zone change for a year. Burton reapplies.
November 2001: This time the planning board approves the zone change. Council, however, puts the item into committee again until delinquent property taxes are paid.
July 2002: Burton has a lawyer file court papers forcing council to act. Council turns down the zone change.
