A new report finds that Ohio's charter schools generally perform lower than the school districts in which they are located. Here's the percentage of pupils who passed the fourth- and sixth-grade proficiency tests in 1999-2000 at Eagle Heights Academy in Youngstown, a charter school, and the city public schools:
