Tattoo parlor charge
GIRARD -- Police have charged David L. Talbot, 36, with operating an illegal tattoo parlor out of his Idaho Avenue home.
Police and James Dobson, assistant city health commissioner, went to Talbot's home earlier this week.
After being allowed into the house by Talbot's girlfriend, police said, they found stencils, needles, dyes, a generator and three handheld machines for tattooing.
Police said Talbot did not have a state license for tattooing.
