MAHONING COUNTY Deputy moves up to clerk's position

The appointee has been filling in for the clerk.
YOUNGSTOWN -- A longtime employee in the Mahoning County commissioners' office got a promotion Thursday.
Nancy M. Laboy of Campbell was appointed clerk of the board, replacing Thomas Smith, who resigned last month to become borough manager of Seven Fields, Pa., near Cranberry Township.
Laboy has served as deputy clerk since January 1989, and has filled in for Smith and other previous clerks during their absences.
Her salary was increased from $31,000 to $37,000 a year, said Commissioner Ed Reese.
"She's done a great job for us," said Commissioner David Ludt. "I think she's wonderful and she deserves this."
County Administrator Gary Kubic said the deputy clerk's job won't be filled, which will result in a savings to the county.
Some of the duties once assigned to Smith, like overseeing the commissioners' economic development program, will be taken over by the county's new special projects division, keeping Laboy free to focus on the clerical end of the job, Kubic said.
Other action: Commissioners also passed a resolution supporting passage of the Ohio Prescription Drug Fair Pricing Act, which is pending in the state Legislature.
Reese said the legislation would allow the state to negotiate lower prescription prices for people who are either uninsured or underinsured.
