GOVERNMENT
YOUNGSTOWN -- Two Youngstown natives have been named to new positions at the Public Employees Retirement System of Ohio in Columbus.
Julie Emch Baker, formerly an assistant attorney general for the business and government regulation section of the Ohio attorney general's office, has been named General Counsel for PERS.
She earned her bachelor's degree at Youngstown State University in 1991 and her law degree from the Cleveland-Marshall College of Law in 1994. Now of Columbus, she is also a former Cafaro Co. staff attorney.
David Tyhosky is the new PERS primary recruiting officer. Also a YSU graduate with degrees in business administration and general management, he had been personnel supervisor and recruiter for Olsten Professional Services. He also worked for Home Savings & amp; Loan of Youngstown from 1982 through 1997.

CAMPBELL -- Andrew L. Turscak Jr., a Campbell native, has been hired as a staff attorney by the Cleveland law firm of Thompson Hine L.L.P. Now living in Hudson, Turscak graduated in May with a law degree from Cleveland-Marshall College of Law and was sworn in as a member of the Ohio bar last week.

CANFIELD -- Century 21 Mill Creek Realty Group has hired Roberta Hileman as director of recruiting and training.
An experienced real estate management and finance professional, she lives in Howland.
