Youngstown Councilman John R. Swierz, D-7th, abstained on a vote approving a 7 percent rate increase for Youngstown Thermal, retroactive to Nov. 1. He abstained because the company financially supports an event with which he is involved. A story in some of Thursday's editions incorrectly listed his abstention under another vote.
