Expenses
Warren officials are looking at ways to boost revenue, increase marketability and lessen the city's annual contribution to help operate W.D. Packard Music Hall. They say the biggest expenses are increasing utility costs and negotiated wages and benefits. Here's a general look at the numbers over the last few years:
