YOUNGSTOWN -- City council has approved a spending budget of $69 million this year.
Revenues are projected at $67.46 million, with a $2.48 million surplus. The surplus is expected to dwindle to $898,536 by the end of the year.
By passing the budget Wednesday, council met a March 31 deadline. The city has operated until now on a temporary first-quarter budget.
