UNION TOWNSHIP Supervisors give final approval to development

NEW CASTLE, Pa. -- Union Township supervisors gave final approval Wednesday to a new apartment development on Winter Road.
The board approved a conditional use zoning permit and a subdivision plan for a proposed development of 52 apartments on Winter Road.
The new Medure Development project will be next to a 96-apartment development it has almost completed.
The conditional use zoning permit was necessary to allow multi-family dwellings in a business zone. Supervisors passed it on the condition that the fire department approve the size of a cul-de-sac at the end of a road to be built through the development to ensure there is enough room for a fire truck to turn around.
Muddy problems: Concerns about the condition of Winter Road during construction were raised by Al Hodge, a Winter Road resident who said mud from the start-up of the construction is washing over the road and onto his property.
Ed Donofrio, who is in charge of construction at the site, said he has cleanups scheduled on the road every day. He described several measures that are being taken to reduce the amount of mud on trucks leaving the site.
He added that the mud is worst in the start-up phase of any project and said the wet weather has contributed to the problem.
Ross Taylor, of Frank B. Taylor Engineering, also attended the meeting representing Medure and added there is an erosion control plan in place to try and deal with the problem.
Taylor said the new development will feature one-story apartment buildings a little bigger and more widely spaced than the first development.
