MAHONING COUNTY Canfield Twp. man holds deputy IDs issued by Chance



CANFIELD -- When stopped on a traffic violation Sunday, a Leffingwell Road man showed the officer a deputy badge and ID card that had been issued by former Sheriff Phil Chance.
Deputy Stephen Lewis said he stopped Russell Haehn's 1991 station wagon on Western Reserve Road, east of state Route 62, and issued a speeding citation alleging 59 mph in a 45 mph zone.
Returned to collect: When Lewis told Cpl. William Walker about Haehn's badge and ID card, Walker told the deputy to collect the items at Haehn's residence. Haehn, 53, was not home when Lewis went there.
Maj. Michael Budd said the ID was a civil commission that should have been returned. It expired when Chance left office.
Haehn should not have flashed a badge, either, without having a valid card, Budd said. The card and badge will be collected today, Budd said.
Trial testimony: Vindicator files show that at Chance's trial in July 1999, Haehn testified that he lent Chance $2,500 two weeks after they met.
Chance reported the cash as a loan from himself to his campaign.
A federal prosecutor said mob boss Lenny Strollo personally gave the money to Chance.
