Changing the system
What's involved in abolishing the Torrens system of land registration in Mahoning County:
County commissioners adopt a resolution considering the merits of abolishing registered land.
A public hearing is scheduled for people who own registered land within 60 days of the commissioners' resolution. Owners of Torrens land can attend to have questions answered.
After the hearing, commissioners have 30 days to adopt a resolution abolishing Torrens.
Within 10 days of passage of the resolution, the county recorder must notify commissioners and the county probate court of a date selected to implement the abolition.
Once the date is chosen, affected landowners have 60 days to appeal through the courts. If no appeals are filed within that time, the abolition becomes effective.
