Honored city residents Charles Peters and Sandy Humphrey, who both live near Quinby Park and assisted in the attempted rescue of Della Purbaugh, 13, who died last month after falling through ice on a pond there. Police and fire officials used a raft borrowed from Peters to reach the girl, who was not responding. Officials said that Peters kept an inflated raft in his garage for such an emergency, and that Humphrey called 911 for help.Introduced legislation to amend a city traffic control map and install a guardrail on Risher Road S.W., where it curves. Officials said residents living near the curve requested that the guardrail be installed because of an increase in traffic accidents.Agreed to give up the city's federal designation to apply for and receive federal transit funds so Niles can obtain the funds and establish a transit service in Trumbull County. Niles Mayor Ralph Infante is working on plans for the system, which officials said would operate in parts of the county and likely be extended to other communities in the county. Warren's designation in past years was given to Trumbull County commissioners, who gave it back when they decided last year not to renew a contract with Trumbull Area Coordinated Transportation, which ran a countywide system.Passed a resolution asking Gov. Bob Taft to take the necessary steps to rescind any sales taxes, hidden taxes and incidental costs brought on by the deregulation of gas, electricity and telephone companies. Officials said area residents and businesses are paying higher costs and experiencing a drastic reduction in services provided by such companies.Introduced legislation to substantially increase application and renewal fees for massage parlors, masseurs and masseuses doing business in Warren. Officials say the increase will cover the city's cost for inspections at such facilities and the cost of background checks for employees and owners. As an example, owners of massage parlors who apply for a permit would be charged $750 -- a $500 increase. The ordinance calls for permit renewal fees to increase by $610, from $125 a year to $735 a year.
