AN OUTLINE Civic center project



Control all funds for the project.
Acquire the site.
Determine a basic purpose and function of the building.
Design the center.
Oversee construction.
Manage the center.
Ensure financial soundness of the construction and operation.
Handle contracts related to all of the above.
Insulate the city from any financial liability in the center's construction or operation.
The civic center board has outlined these questions concerning the project:
Does council agree that the above should be the function of the corporation?
Do HUD rules allow the board to perform those duties?
Is there any legal reason the above can't be accomplished if council passes the appropriate legislation and the city and/or CDA enters into the appropriate contract with the board?
If the board's outlined duties are legal, is council willing to approve all legislation and agreements so the project can go forward?
Is the budget outlined previously sufficient for the board so that CDA can administer the initial $1.85 million grant?
Is council willing to appropriate HUD funds to CDA for use by the board as outlined in the previously submitted budget?
