Mahoning County commissioners paid $247,000 for the property to build the courthouse in January 1907. They were criticized for having the building site downtown.
The cornerstone was laid June 11, 1908.The four murals in the rotunda represent the law of the Bible, the law of classical antiquity, the law of the Middle Ages and modern law.More than $50,000 was spent for the murals in the rotunda and on the walls of courtrooms.Before the building was constructed, the courthouse was at Wick Avenue and Wood Street.The courthouse cost $1,236,005 to build. Architects were Charles Owsley, Charles F. Owsley and Louis Boucherle.About 20,000 people visited the courthouse the day it opened.Atty. Ensign Brown won the first trial in the new courthouse, a $1,000 verdict for Samuel I. Corll in a personal injury case.
