The former Higbees on Federal Street beside the Voinovich government center. Advantages are it is close to YSU and it could "provide perhaps a last best chance to revive the use of the buildings along Federal Plaza."
Concerns are that the site is too small without additional property, the cost of that property and that it would require elimination of160 parking spaces.
A parcel on Grant Street near Stambaugh Stadium, bounded by Fifth Avenue, Belmont Avenue, West Scott Street and Iona Street.
Advantages are it is close to parking lots and is next to Stambaugh Stadium.
But to build the arena there, 530 parking spaces would be lost that cannot be compensated elsewhere; to add more parking would require the removal of homes and businesses from the area; there would not be any land to build a hotel; and the site does very little to encourage spin-off economic activity as it is too far from the core of downtown Youngstown.
Land on Phelps Street, bounded by Rayen Avenue, West Wood Street, Elm Street and Wick Avenue.
Advantages are it would provide a major physical presence to YSU's southern border, it sits at the crest of an overlook of the central business district and would provide a great view of the downtown skyline, and it is easily accessible to YSU students.
But the land would be difficult to acquire because it has many owners; it is on the fringe of downtown and would do very little to attract additional economic development; and it is not near parking.
Property, including city hall, bounded by West Boardman Street, Phelps Street, West Federal Street and the State Theater. If it were built there, city hall would be relocated to the Higbee site.
The only advantage listed is it would provide an opportunity to revive both sides of West Federal Street if a new city hall were built next to the state office building.
The drawbacks are it would require the demolition of not only city hall, but the city jail, the police department building and two parking lots. Also, construction could not begin until a new city hall could be built; the cost of such a plan; and concerns about needing additional parking by the Voinovich building.
