LISBON Landfill closes over conditions



Residents near the facility have lodged complaints about it.

LISBON -- Citing failure to comply with licensing requirements, the Columbiana County Health Department has revoked the license of a landfill in Center Township and shut down the operation.
The Lisbon Construction and Demolition Debris Landfill, 9719 Steubenville Pike Road, was closed Thursday by Health Commissioner Robert Morehead.
The license revocation and closing will remain in effect until the conditions that led to the actions are addressed.
A landfill spokesman was not available for comment.
Morehead's letter to the landfill, outlining the reasons for the revocation and closing, was provided by Commissioner David Cranmer.
Complaints: Cranmer said he has been monitoring complaints about the landfill.
Reasons for pulling the facility's license include lack of data showing that groundwater around the site is being monitored, and a failure to install water diversion ditches, Morehead wrote.
Although not included in the license revocation letter, Cranmer said, area residents have complained that trucks leaving the landfill deposit mud on Steubenville Pike Road.
Another complaint is that trucks waiting to enter the facility sometimes hinder traffic, Cranmer said.
Morehead said the 17-acre landfill employs about a half-dozen people and has been operating since the early 1990s.
\It accepts construction and demolition debris, mostly from the East Coast.
The landfill has the option of appealing the closure and license revocation to the state. If it does, it may be able to resume operations while the appeal is pending, Morehead said.
