NOW AND THEN Agreements

The following shows some terms of agreements made between the city and Anthony J. Carson Jr., who runs Warren Alternative Sentencing Program. The program closed in January and recently reopened.
AS OF MAY 24, 2001
Carson will pay the city $200 per month to cover rent and maintenance fees.He agrees to pay $10 per person for each day housed, beginning with the 10th person enrolled each day, and $5 per person per day beginning with the 15th person enrolled each day. There is no reimbursement to the city for the first nine prisoners because both parties recognize the need for WASP "to financially operate the program."Carson will supply the city with a monthly statement of inmate counts. Whatever he owes then is due 30 days from the time the statement is received.
AS OF JAN. 26, 1999
Carson told The Vindicator he was to pay $19 for each prisoner who violated city ordinances and $28 for those convicted of state law violations, based on the assumption that WASP would take in 14 or more inmates each day.For rent, Carson said he would pay $500 a month the first year, and more in the remaining years of the then-five-year contract.He also said he'd foot the bill for minor renovations.
