EAST LIVERPOOL Man jailed in standoff

The man threatened to kill himself or force the police to shoot him.
EAST LIVERPOOL -- An East Liverpool man was in Columbiana County Jail this morning, facing several charges after a 40-minute standoff Monday with police.
Ed Lamp, 37, of 715 Avondale St., is facing charges of carrying a concealed weapon, discharging a weapon in city limits and using a firearm while intoxicated, Capt. Norm Curtis of East Liverpool police said today.
Curtis said Lamp surrendered to police with no shots being fired. He said Patrolman Fred Flati developed a rapport with Lamp, discussing fishing and Lamp's religious beliefs about suicide.
How it began: Curtis said the standoff occurred after a woman called police to an Allison Street residence at 5:48 p.m., stating Lamp had shot out her car window and then fled on foot. A search of the area turned up nothing, but at 6:54 p.m. police were told Lamp was at the entrance to Riverview Cemetery.
Capt. Terry Faulkner and Flati were first to respond and confronted Lamp, Curtis said. They reported Lamp pulled a .22-caliber Jennings automatic pistol from his pants. Repeatedly pointing the pistol at his head, he told police he would shoot himself or force police to shoot him.
Help arrives: Several East Liverpool, Liverpool Township and St. Clair Township police arrived and surrounded the area, Curtis said.
Curtis said that after about 40 minutes of negotiating, Flati persuaded Lamp to put the weapon down and walk to Capt. Faulkner to surrender.
He said Lamp was taken to East Liverpool City Hospital for psychological evaluation before processing at the city police department.
