YOUNGSTOWN -- Marcus Thomas LLC, an advertising and public relations agency with offices in Cleveland and Youngstown, has named Tom Matthews a vice president. Matthews, formerly a management supervisor in the company's public relations division, joined Marcus Thomas in 1996 after nearly 14 years as a journalist. He has a bachelor's degree in general studies from Kent State University and lives in Warren.
GOVERNMENT
YOUNGSTOWN -- Julie Emch Becker, an attorney and a Youngstown native, has been named General Counsel for the Public Employees Retirement System of Ohio in Columbus, a public pension fund. She earned her bachelor's degree at Youngstown State University in 1991 and her law degree from the Cleveland-Marshall College of Law in 1994. Formerly an assistant attorney general for the Ohio Attorney General's Office, she also served as an assistant prosecutor for Summit County and as a staff attorney for The Cafaro Co. in Youngstown. She lives in Columbus.

YOUNGSTOWN -- Robert W. Baird & amp; Co., an international investment banking, asset management and private equity firm, has named Milan Popovich a financial adviser at its Youngstown branch. Popovich, a Youngstown resident, joined Baird in June with experience in the investment industry. He has a bachelor's degree in finance from Youngstown State University.
