Exal will pay penalty for violations



YOUNGSTOWN -- Exal Corp. has agreed to pay a penalty of $25,700 for violations of air pollution control regulations.
The can maker at 1 Performance Place reached the agreement with the Ohio Environmental Protection Agency.
Exal operates coating lines which emit volatile organic compounds as part of the manufacturing process, the OEPA said. Between August 1994 and October 1998, the company failed to submit required reports associated with two of the lines, the OEPA said.
The company also failed to apply for permits before installing and operating two of its manufacturing lines in September 1995 and August 1998, the state said. The company also failed to perform stack tests for two of the lines by June 1998 as was required, the state said.
The OEPA said tests conducted in November 1999 showed the company was not complying with air quality standards, but it later said it had problems during testing. Later tests showed the company was meeting standards. Exal now has the required permits.
About $5,100 of the fine will be paid to the Ohio Department of Natural Resources for planting trees in urban areas. The rest will be paid to the OEPA and be used for environmental education and air pollution control programs.
