WARREN Council mulls managers' pact

WARREN -- City council is considering a contract for management employees that spells out 4-percent wage increases the first two years and 3-percent raises the third year.
Council introduced legislation Wednesday to implement the agreement with the Warren Management Association, covering 23 managers, including department heads, assistant department heads and supervisors.
Some managers working for the city are not unionized.
Gary Cicero, the city's personnel director, said the pact would cost the city $216,000 over the three years.
Retroactive to Jan. 1, it calls for the city to pay the employees' shares toward the Public Employees Retirement System, with half getting PERS pickup beginning in May and the other half beginning in January 2002, Cicero said.
Compromise: He explained that was a compromise after a fact finder recommended 4-percent raises all three years, with all 23 managers receiving PERS pickup at the same time.
Cicero said the city assumes PERS pickup for 76 nonunion employees and 216 workers covered by the American Federation of State, County and Municipal Employees, Ohio Council 8, Local 74.
Council also agreed to implement a three-year agreement with the Fraternal Order of Police's Gold division representing the city's three captains, six lieutenants and 13 sergeants.
Council accepted a fact finder's agreement last month that spelled out 4-percent raises each of those years. The contract includes a provision for eye-care coverage not available to those employees before.
Officials say this pact will cost the city $210,658 over the three years.
