The Ohio Association of Chiefs of Police made several observations and recommendations in its organizational review of the police department released Thursday:
Articulate vision and mission statements and organizational values that define community expectations and provide unity of purpose.
Develop a comprehensive multiyear strategic plan for capital improvements in equipment and facilities.
Pursue staffing levels according to FBI recommendations. Supervisors account for 43 percent of the force, while 18 to 24 percent is recommended.
