How the loan application for JNH Trucking, a scrap and demolition hauling business owned by Hasper O. Leggett and Jill Reynolds, moved through the city bureaucracy:
In summer 2000, William Carter, director of the Youngstown Area Development Corp., helped the company fill out the loan application. YADC contracts with the city to help companies start the minority loan application process.
Carter sent the application to the city Community Development Agency. CDA looked at the application and sent it to the city's minority loan underwriter, the Mahoning Valley Economic Development Corp.
MVEDC processed the application and gave conditional approval, then sent it back to CDA. CDA passed the request to the control board for final approval. No CDA recommendation is noted.
The loan request was a last-minute addition to the control board's agenda on Oct. 19. Control board members -- Mayor George M. McKelvey, Finance Director Barbara Burtner and Law Director Robert Bush Jr. -- deferred the item twice. On Nov. 16 the board removed the item from its agenda because of questions about the application.
MVEDC's processing was incomplete so the board removed the loan from the agenda, McKelvey said. The agency passed along the application with conditions that should have been met before coming to the control board, he said. Other questions also had to be addressed, he said.
After questions were asked but not answered to the control board's satisfaction, the application was sent back to MVEDC in January, where it remains.
