Reasons for runningOver my thirty six (36) year career, I have seen the difference a Judge can make in the lives of the people that appear before the court. I aspire to serve as a Municipal Court Judge because most misdemeanor level offenders are capable of being rehabilitated, provided they receive the counseling, drug/alcohol treatment, or job training they need. I have a strong interest in ending the cycle of family violence, and will make it a priority to hold perpetrators of domestic violence accountable for their actions. As Law Director, I provided assistance to Judge Milich in establishing the Veteran’s Court that is currently operating. I am a strong supporter of Veteran's Court and I believe the most successful aspects of that program should be extended to non-veteran offenders (i.e. mentorship programs and intensive counseling when necessary). I have expertise in housing law and would like to see a specialized docket to address housing related issues. We need to do more to keep Youngstown clean and address dumping issues. I would make addressing environmental issues a high priority.
Priorities Each case needs to be decided on its own merits. I will not prejudge any matter that comes before me. I will ensure that all litigants are given a fair hearing. Our adversary system of justice works best when all parties are well-represented, and I will make sure that all attorneys that appear before me are well-prepared and performing their duties appropriately. I will make sure that court starts on time, and the docket moves promptly. I will render prompt decisions, with an explanation for my rulings when necessary. I will make sure that decorum is observed in all court proceedings. I want each person who leaves the courtroom, whether they are a plaintiff, defendant, victim, or witness, to feel that they were given a fair hearing. I want those involved in contested proceedings to appreciate that in making any decision, I applied the facts to the law to the best of my ability.
QualificationsMy Youngstown roots are strong and deep. I was born in Youngstown, growing up on Selma Avenue, playing in Crandall Park and swimming at Northside Pool. My father and grandfather owed Hume's Furniture, a store that once occupied a prominent location in downtown Youngstown. For my entire career, I have maintained a law office in downtown Youngstown. I currently reside with my wife, Kim, on Fifth Avenue on the City's Northside.

Eighteen (18) years of experience as a prosecutor makes me prepared for service as Municipal Court Judge. For seventeen (17) years, I served as a County Court Prosecutor. During that time, there was never any trace of controversy or allegation of misconduct. For the past year, I have served as a prosecutor in Mahoning County Common Pleas Court, successfully prosecuting over 100 felony cases. My broad experience as a prosecutor demonstrates my thorough knowledge of our criminal justice system.

My experience as Law Director for the City of Youngstown provided me with intimate knowledge about the city’s strengths and weaknesses. During my term as Law Director, we were able to aid in great achievements for the City. These included the construction and opening of Wick Towers, a downtown residential apartment building; the construction of the new Youngstown Municipal Court facilities; the construction of the “Chill Can” manufacturing plant on the Eastside; and the construction of the new Double Tree Hotel downtown; among many others. We also addressed some of the city’s problems by adopting a new property maintenance code; by enacting a quality of life ordinance to address many types of minor infractions that over time can devalue properties and destroy neighborhoods; by instituting a community policing structure that gets officers more involved in the neighborhoods in order to build relationships that will pay off in lower crime rates in the long-run. We worked hard at the City to be proactive. We provided training to the entire police department on Constitutional Use of Force to allow police officers to protect themselves and the public while avoiding claims for excessive use of force. We provided sexual harassment training to all city employees and published an Employee Handbook applicable to all City employees, which compiled all City personnel policies and is accessible to all employees. All of these experiences have provided me with a broad range of knowledge that will assist me in service as a Youngstown Municipal Court Judge.

My broad range of experience in nearly all areas of the law will help me serve as an effective Municipal Court Judge. I am certified as a Specialist in Labor and Employment Law by the Ohio State Bar Association and the Ohio Supreme Court. I have been recognized by my peers to be listed in “Best Lawyers in America” and names a “SuperLawyer.” I have extensive appellate experience. I am admitted to practice before the United States Supreme Court. I have argued three matters in the Ohio Supreme Court, winning on two occasions. I have served as both a prosecutor and represented criminal defendants. I have represented both plaintiffs and defendants. This broad and deep experience will allow me to serve effectively as a Municipal Court Judge.

Finally, my participation in charitable organizations and community groups demonstrates my belief that we all have an obligation to do what we can to make our community a better place. As Judge, I will ensure that the citizens of Youngstown benefit from my service.
